ABSTRACT
The article presents the message of U.S. President George W. Bush to the Congress regarding the continuation of the national emergency with respect to Zimbabwe. A section of the National Emergencies Act provides for the automatic termination of a national emergency unless the president publishes a notice stating that the emergency is to continue in effect. He says the crisis constituted by the actions of certain members of the government of Zimbabwe has not been resolved.
