Organizational Responses to Problematic Resources: A Comparative Model of Adaptation and Modification

A conceptual framework for comparing organizational responses to munificent and scarce resource environments is proposed. Adaptive responses, intended to change the organization, include budgetary, programmatic, and technical adjustments. Modifying responses, intended to change the environment, include altering the rules of input/output exchange, and altering dependency through multiple resource exchanges.
