ABSTRACT
This article outlines the actions taken by the Legislative Council of the Speech Communication Association in the U.S. during its 64th annual meeting in Minneapolis, Minnesota from November 2 to 5, 1978. On November 2, presiding officer Jane Blankenship called the meeting to order. Introductions and announcements followed. Since most of the reports included on the agenda had been distributed in advance, it was agreed that discussion of them would take place only upon request. It was moved, seconded and carried that Dennis Gouran be seated, as a representative of the Research Board, and that he be granted voting privileges. It was also moved, seconded and carried that Ronald Bassett be seated, as a representative of the Educational Policies Board, and that he be granted voting privileges. President Blankenship invited comments and questions growing out of the information reports that had been filed. Associate Executive Secretary Barbara Lieb-Brilhart distributed copies of the recently published "Guidelines for Minimal Competencies in Speaking and Listening for High School Graduates." This document was prepared by a Task Force chaired by Ronald Bassett. Lieb-Brilhart also called attention to the fact that, in conjunction with efforts of other national organizations, the campaign to include speaking and listening in the 1978 Amendments to the Elementary and Secondary Education Act were successful.
