ABSTRACT
The author discusses the guest worker-program for low skilled migrants, a tentative agreement between the U.S. Chamber of Commerce and the American Federation of Labor and Congress of Industrial Organizations (AFL-CIO) to support the lawful migration in the U.S. The author states that the agreement will be the first step in the success of immigration reform, which the administration of U.S. President Barack Obama ignores. He also states that the labor unions are against the said program.
