ABSTRACT
The author discusses the proposed funding cuts in Medicaid programs across the U.S. She realizes that converging factors have caused unsustainable increase in the cost of states' Medicaid programs, particularly the continuous rise of healthcare costs that consume a growing percentage of states' budgets and gross state products. She realizes that states will resort to the regular matching formula when the increased federal matching ends. The author mentions the efforts of states to spend Medicaid funding more wisely, including payment reforms.
