ABSTRACT
The article presents the author's opinion on the American Recovery and Reinvestment Act. The author says the with this act it is clear that the administration of U.S. President Barack Obama is thinking differently about how the federal government invests, and wants local and state governments to do the same. The author says that municipalities will have to tackle contradictory regulations from separate agencies to implement the type of projects that stretch and target taxpayer dollars.
