ABSTRACT
The author reflects on the partnership between the Australian government and Papua New Guinea (PNG) to reopen the detention center in Manus Island. He discusses an issue pertaining to the underlying principle of the center as a disaster capitalism which was conceived by neoliberals who argued that profit rather than humanitarian concern should be the motive behind the disaster management. He also explains how the center is an example of a phenomenon of business profiting from human misery.
