ABSTRACT
The article presents the author's views on the federal aid to state governments in the U.S. and its implementation on the environmental policies and protection. California Governor Arnold Schwarzenegger has pressured state legislators to exempt eight highway projects from standard agency reviews under the state's Environmental Quality Act. The government is spending more on the ground to restore urban bownfields, repair blighted rural landscapes and save wild lands from destruction.
