ABSTRACT
The author reflects on the factors that need to be considered when appointing commissioners in the U.S. The author believes that the Congress should write a code of ethical conduct common to all regulatory agencies. An overview of the qualifications needed from a commissioner is presented. The author also notes that it may not be a bad idea to look for career men in the agencies as suitable commissioners.
