ABSTRACT
The author presents an opinion on the use of ballot initiatives to drive turnout during presidential elections in the U.S. Since the 1990s, national policy goals have been advanced by national conservative groups by targeting the 24 states that allow citizens to create or overturn laws through a signature-gathering process that qualifies proposals for the ballot. The abandonment of immigration as a ballot issue by the Conservatives reflects the tight coordination by the movement of the initiative process.
