ABSTRACT
The author reflects on the effort of the administration of President George W. Bush to thwart the will of Congress and 1,000-plus farm organizations on the 2008 farm bill conference report in the U.S. According to the author, if the administration feels so strongly about the farm bill's provision, it can simply delay writing the regulations or issue obscure rules. However, the author said that trying to stop the farm bill which is already late was the wrong policy at the wrong time.
