ABSTRACT
The author reflects on a letter from Deputy Agriculture Secretary Charles Conner, who reminded him of a quote attributed to the scoundrel in the U.S. He notes that Conner wrote a letter to the editor taking them to task for a column on President George W. Bush's administration's claim that its farm bill proposal would deliver $5 billion more in farm program benefits. Moreover, the author added that part of the marketing loan savings would come from reducing the cotton loan rate.
