ABSTRACT
The author reflects on the stand of U.S. President George W. Bush concerning stem cell research using surplus embryos. He notes that Bush has vetoed a bill that would allow federally funded scientists to use surplus embryos in research into treating a host of otherwise incurable disease. He points out, on the other hand, that the President's objection was not realized as it was approved by the Senate. He adds that the bill's approval implies that Bush's administration is declining.
