The author comments on the off-highway vehicle (OHV) program in California. The program is managed by the Off-Highway Motor Vehicle Recreation (OHMVR) Division of the State Parks and Recreation Department. A study by the OHMVR revealed that the state's off-highway fuel is consumed in sport utility vehicles instead of recreation vehicles. He cites that the Department of Motor Vehicles (DMV) did not have the personnel to inspect the registrations of dirt bikes converted for dual sport use.
