ABSTRACT
In an appeal to a House-Senate conference committee and Senator Kit Bond, Republican-Missouri, California's newly elected governor Arnold Schwarzenegger helped persuade the committee to remove a provision from a bill that would have stripped California of its power to force small engine makers to redesign their products into less polluting ones. Schwarzenegger, meanwhile, is making good on his somewhat vague environmental campaign promises while also adding credence to the perception that the Republican leader leans toward moderate to liberal when environmental issues surface.
