Reforming Chihuahua's Correctional System

The author reflects on their efforts to reform the correctional system in Chihuahua, Mexico, in collaboration with the American Correctional Association (ACA). He claims that since October 2010, they have dismantled 14 extortionist and 10 kidnapping groups at several Centers for Social Reinsertion (CERESO) under their correctional strategy. Among the six guiding principles of their strategy are acquisition of technology and training of security staff.
