Reports that officials from Namibia, Zimbabwe and Botswana have made a formal proposal to the 1997 Convention on International Trade in Endangered Species (CITES) seeking permission to sell about 30 tons of ivory from elephant tusks to Japan. Opposition to the proposal from conservationists; The expensive nature of conservation; Arguments from the three countries that elephants are not endangered in their countries and that the sale of ivory could be a positive economic factor.
