ABSTRACT
The article reports that U.S. President Barack Obama is considering to use his executive power to facilitate the reduction of carbon emissions from coal-fired plants across the nation, and to establish a state cap-and-trade program which would require the industry to be responsible for its carbon pollution. The plans are expected to be a part of a new regulation, written by the Environmental Protection Agency, which will be unveiled on June 2, 2014.
