ABSTRACT
The article alleges a rumor in Washington that President Bill Clinton's administration is preparing stronger action against Serb depredations in Bosnia, once Boris Yeltsin's April 25, 1993 referendum is out of the way and once our allies are on board. The administration's outrage was provoked by the assault on the town of Srebrenica. Even Russia has joined in United Nations (UN) Security Council condemnations. Another rumor is the possibility of lifting the UN arms embargo. However the government must be wary if its allies and the Russians do not go along, they should fight the Bosnians, Croatians and others covertly.
