The European Union promotes beyond its territory, respect for democracy, the rule of law and human rights as a fundamental elements of its external bilateral and multilateral relations. Its foreign policy instruments (agreements, dialogues etc.) and financial assistance help strengthen democracy and human rights worldwide. In the conventional relations of cooperation developed by the European Union with third countries, whether developing countries, be it by other countries, particular importance is given to human rights. Special attention attributed to European Union fundamental human rights issues stemming from the substantive and political stability that must be fulfilled by any candidate state that wishes to join this organization. Moreover, by means of cooperation agreements seeks human rights by both the Member States and by the European Union, whereby the Member States are primarily responsible for human rights and fundamental freedoms. The most effective way to reinforce this goal is to establish a positive and constructive partnership with the national Governments of third countries, based on dialogue, support and encouragement to improve mutual understanding and to encourage a sustainable reform of the promotion and protection of human rights and fundamental freedoms universally recognized. To conclude, we launch the question: will the European Union institutions intervene when a Member State or third state would violate fundamental principles of human rights or will overlook?
