ABSTRACT
The article reports on the call of China to the international community to avoid taking action to North Korea's February 12, 2013 nuclear test. It notes on the concern of the Chinese government on the potential collapse of North Korea than its pursuit of nuclear and missile programs. Chinese leaders are also concerned on the possible weakening of China's ballistic missile arsenal in light of North Korea's improving missile and nuclear capacities.
