ABSTRACT
The article looks at the history, mission, and activities of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) from its creation in 1949 to 2012. It discusses the agency's original mission, to aid Palestinian refugees, and says in the ensuing years both the agency itself and the scope of its activities have expanded. The author criticizes this expansion, saying the result is that a large number of Palestinians remain dependent, considering themselves stateless and retaining a false hope of returning to ancestral homes within Israel. He discusses past efforts to reform UNRWA and says pressure from the U.S. will be necessary to bring about substantial reforms.
