ABSTRACT
The article looks at the history, mission, and activities of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) from its creation in 1949 to 2012. It discusses the U.N. resolutions that set out the agency's mission, to aid Palestinian refugees by way of either repatriation to their homes in Israel or resettlement in another country with compensation for their property. The author says that the agency's focus has shifted in the ensuing decades toward a primary focus on ultimate repatriation, termed the right of return, and that the scope of its activities has expanded and become more bureaucratic.
