ABSTRACT
Tomorrow, as many schools reopen after the summer, thousands of pupils will be taught in temporary structures across the country. Figures published this week show that the Government has wasted at least �2.3million on schools that will not open this month or that have failed to fill their places due to a lack of local demand.
