ABSTRACT
Talks about the damage that might have been done if the weapons of mass destruction used by the terrorists in the U.S. had been not aircraft but ships which carried thousands of tones of fuel. Estimated cost of damage when the cargo ships loaded with nitrate fertilizer exploded in Galveston Bay, Texas in April 1947; Security measures conducted by the U.S. Coast Guard.
