The article focuses on an investigation of the technical feasibility and economic acceptability of a production expansion project. This expansion would be from the present level of 600,000 tons per annum to 3,000,000 tons per annum of marketable coal. On the basis of somewhat dispersed existing information, a definite judgment had to be formed on the adequacy of sufficient reserves to develop the desired level of production, that is, approximately 5,000,000 tons per annum of crude coal in a period of time no less than 20 years. The approach taken was to consider that a feasible technical solution for each of the problems involved was to be reached independently of the overall optimum solution. The forecasted market absorption for maximum and minimum expected values was established, and the evolution of the international price of crude fuel was analyzed. The investigation was completed with a general plan, which shows the relations between the various activities to be performed, so as to have an ordered and successive access to the various expected production levels during the development period. The study team was composed of 45 professionals of various disciplines, and it took 18 months to complete the job.
