ABSTRACT
The article offers information on the U.S. American Recovery and Reinvestment Act and how it cater to government accountability and transparency. It states that it can be achieved if disappointed bidders on stimulus-funded state contract awards were permitted to protest in a federal forum in a manner similar to that available to disappointed bidders on federal contract awards.
