ABSTRACT
This article explains, briefly, two aspects of public television in Mexico, Venezuela and Brazil: 1. The history of the emergence of the channels, here also called media institutions, intertwined with the political decisions of States and Governments, along with the actual existence of the various televisual institutions arising from such policies and expressing them. 2. Governments and law derived from history and politics. The central objective is to show the close connection between politics and maintenance of institutions, as well as pointing out the contradictions and coincidences between laws and reality.
