Poland: Command Planning in Crisis

The article focuses on the deep economic crisis in Poland, which was not caused by strikes but on the contrary, the strikes took place because of the crisis and the lack of a government policy to deal with it. The difficulties facing the Polish economy have their roots in three main developments in the early l950s; (1) the introduction of an overcentralized command system of planning and management; (2) the adoption of the Soviet-type development strategy in a country that differs from the Soviet Union in size, in degree of natural self-sufficiency, and in cultural, social, and political traditions; and (3) the redirection of international economic relations. A certain number of proposals, including those of the Central School and the Economic Academy in Wroclaw, are better geared to solve Poland's main problems. The rescheduling of Western debt now creates the possibility again. To gain some additional time, funds, and advice Poland should join the International Monetary Fund and the World Bank. This would help Poland to formulate a recovery plan based on a stabilization loan and, perhaps, more favorable credit conditions.
