ABSTRACT
The article discusses issues concerning the regulation governing the citizens' right of access to documents which covers the European Commission (EC), the Council of the European Union (CEU) and the European Parliament (EP). It describes the different shortcomings of the regulation, and examines the problems faced by the EC and the CEU in the putting the different elements of such role into practice. It also cites the possible changes to be introduced by the EC to improve the effectivity of the measure and to ensure government transparency and accountability.
