ABSTRACT
The article reports on the plan of the state of Vermont to implement a single-payer healthcare system. The state's House of Representatives voted in favor of a bill to start the process of creating a universal coverage system. The bill has received support from state Governor Peter Shumlin but according to he author, it will hinge on federal opt-out proposal.
