ABSTRACT
The article focuses on the progress of the U.S. cap-and-trade systems known as the Regional Greenhouse Gas Initiative (RGGI). It indicates that the initiative was developed by a so-called "Memorandum of Understanding" between state Governors, consisting of 10 Northeastern and mid-Atlantic states. It indicates that the system is described as the first mandatory, market-based effort in the U.S. to mitigate greenhouse gas emissions.
