ABSTRACT
Discusses the limits of globalization, and the idea that although rising trade reduces poverty, some will have to migrate to escape it. Poor in Africa and parts of the former Soviet Union who have been left out of the global economy; How poor people face trade barriers which are double those faced by non-poor; How migration offers the poor a chance of raising their incomes; View that rich countries should enhance aid to poor countries, and that the poor should institute economic reform to create income and opportunities.
