ABSTRACT
The article discusses a report created by management consulting firm McKinsey and Co. and used by U.S. President-elect Dwight Eisenhower and his staff as a guide in making Cabinet or government appointments. The report stated how many jobs the Republican Party would need to fill to control policymaking duties and detailed each job's nature and the qualifications needed to fill it. The report was commissioned in 1952 by Republican fundraiser Harold Talbott.
