ABSTRACT
The article focuses on Doha, Qatar, the negotiation round of the World Trade Organization (WTO) that began in November 2001. It cites a report on the "Australian Financial Review" regarding the lack of Doha progress. The author comments on Prime Minister Kevin Rudd at a meeting in 2009 wherein he had been reading through the meeting agenda. It is noted that Rudd relied on Wayne Swan in assessing people because he had no real feel for them himself.
