She cites the American Recovery and Reinvestment Act (ARRA) that was signed into law in February 2009 as a means to help small businesses to recover from the recession. The major provisions of the Act for the Small Business Administration (SBA) to be able to assist small businesses include the temporary abolition of borrower fees and the America's Recovery Capital (ARC) Stabilization Loans.
