The article reports that Bronx is suffering from the highest unemployment rate in New York City. Its unemployment rate of 12.5 percent went past New York state's 8.6 percent in July 2009. It is stated that a major plan to create nearly 350,000 square feet of retail space could provide 1,200 permanent positions. However it is stated that most of the borough's City Council members and politicians, including Borough President Ruben Diaz Jr have a list of demands that might kill the project.
