The article discusses the opportunity for small businesses with the release of part of the 787 billion U.S. dollars worth of stimulus federal stimulus package in the U.S. in 2009. It explains how these businesses can participate in government contracts where there is a procurement mandate of 23% set aside for them. Lourdes Martin-Rosa, American Express OPEN advisor, discussed the stimulus bill and micro purchases.
