ABSTRACT
The article discusses efforts to improve the condition of credit markets for franchise business development in the U.S. The International Franchise Association (IFA) developed a Five-Point Plan for Economic Recovery, which urges the U.S. Congress to increase access to capital through changes to Small Business Administration (SBA) loan programs, among other goals. The American Recovery and Reinvestment Act included tax relief for small businesses, restaurants and programs to hire veterans.
