It states the stubbornness of some members of the Organization of the Petroleum Exporting Countries (OPIC) in denying on their production weaknesses, particularly in achieving unachievable goals. The article also predicting the supply expansion averaging 2.2% per annum between 2007 and 2012, slowing to 1.5% between 2013 and 2018.
