ABSTRACT
The article reports on the United Nation's Guiding Principles on Internal Displacement and its Guiding Principle 24, which states that all humanitarian assistance shall be performed within the principles of humanity and impartiality and without discrimination. The eligibility criteria for internally displaced people (IDP) to receive emergency aid, as demonstrated with the IDPs in Colombia, are explored. Instances of incomplete aid and discrimination towards those who receive aid are given.
