ABSTRACT
The article examines the proposal for a campaign spending ceiling on Congressional elections as part of a public financing program being introduced by the U.S. Congress. Arguments in favor and against limiting campaign spending are presented. It is argued that with the benefits of limiting campaign spending uncertain, it would seem better not to impose a ceiling. On the other hand, although the spending ceiling in U.S. Congressional program is questionable, the principle of public financing of congressional elections is argued to be correct.
