ABSTRACT
The article reports on the price decline of carbon allowances under the European Union (EU) emissions trading scheme (EUETS) in October 2008, due to concerns regarding the imminent recession. IDEAcarbon, Deutsche Bank and Citigroup all agreed that EUETS total carbon emissions under the EUETS will decrease because of a corresponding decline in industrial activity, electricity use and demand. The proposal of the European Commission regarding phase III of the EUETS scheme is discussed.
