ABSTRACT
The article discusses the decision of the U.S. Department of Homeland Security (DHS) to issue waivers to speed up construction of the fence along the U.S.-Mexico border. It states that environmental groups critical of the agency's decision hope a U.S. Supreme Court ruling could force the DHS to study the environmental impacts of the fence. It is inferred that the fence will cut directly through wildlife conservation areas.
