The article focuses on the role of carbon credits in emission reduction. It is mentioned that nearly 2.7 billion carbon credits could be created by 2012, but determining their impact on environment is difficult to measure. It is stated that voluntary carbon offset markets along with state and regional carbon reduction regulations could lead to a federal regulatory scheme in the U.S.
