ABSTRACT
The article discusses the Environment Action Plan proposed by California gubernatorial candidate Arnold Schwarzenegger. The two central planks of his environmental plan are to reduce air pollution by 50 percent and to solve the energy crisis with a healthy dose of reductions and renewables. On the clean air front, he plans to utilize public-private partnership to ensure that, before 2010, the state has a network of stations in place to allow motorists a real choice of cleaner fuels to put in their tank. The second plank of his environment plan is to reduce energy by using market-based incentives, including Green Building Banks.
