ABSTRACT
The article focuses on the view of Democrat Senator Joseph Biden of Delaware on the war in Iraq. The legislator has advocated devolving power to autonomous regions in Iraq. He points out the need to embrace regionalism, get allies and get Iraqis in a room until they agree on a devolutionary framework. According to Progressive Policy Institute president Will Marshall, Biden is the most candid U.S. candidate in terms of the Iraq issue.
