A Framework for Robust Literacy Instruction for English Learners

The article presents an overview of a framework for robust literacy instruction for English learners (ELs). The framework consists of four complementary elements namely explicit code and comprehension instruction, language-rich instruction, socioculturally informed instruction, and additive literacy instruction. According to research, explicit instruction in phonemic awareness and phonics is beneficial for ELs learning to read English. The aim of language-rich instruction is to accelerate ELs' academic vocabulary and oral language development in English.
