ABSTRACT
The article focuses on the implications of Tortilla Curtain, the 1978 fence that divide the cities of El Paso, Texas and Juarez, Mexico, for the fencing plans of the Department of Homeland Security for the U.S.-Mexican border. Representative Silvestre Reyes stresses that the main problem of the fence then was that it was not long enough to prevent illegal immigrants from crossing the border via the dry channel of the river. It notes that the Secure Fence Act persuaded Texans to align themselves with the Mexicans.
