ABSTRACT
The article reports that Estonia has become the fifth European Union state to go to court over the European Commission's proposals to cut its planned allocation of carbon dioxide allowances for the second phase of the Emissions Trading Scheme (ETS). The news came as the Commission took the unprecedented step of revising upwards the allowances of Ireland and Latvia for the second phase of the ETS, which begins in 2008.
